Spencer J. Andress, AICP has served as a Board of Directors since 2016 and as the Vice Chairman of the Board since 2018. Mr. Andress is the founder and President of Comprehensive Planners, LTD which provides land use planning and project management services to a wide variety of private and municipal clients. Mr. Andress is a U.S. Army veteran who retired with the rank of Chief Warrant Officer Five and earned his Bachelor of Science degree in Physics from Lincoln University. He has been active in the Oxford community serving as a member of several organizations and in a number of elected and appointed local government positions.
